Add 'Send Encrypted' option to PII Approval process

The only options when PII is detected by an outbound protection rule is to approve or deny the email. If the email should be sent encrypted, the user needs to Deny, then go find the sent email and resend it as encrypted. There should be an option in the approval process to send the email encrypted.
