Allow for outbound rule ACL style sorting, and "stop processing more rules" option.

We have many customers who may want to apply different rules in different situations. Currently there’s no option to order the rules, nor a way to tell the system to either consider other rules, or stop at the first match (like exchange side rules). We have been able to use exchange side rules as a work around, but our techs don’t see those, and digging really increases troubleshooting time.
