Allow list for Blocked Country still too restrictive

We’re blocking all coountries except a couple, have added specific domains to the Allow List for Blocked Countries. However, any URL in those emails is blocked and cannot be accessed or allowed? When I do an allow list entry I need it to bypass the Blocked Country policies entirely, not just ‘kinda’. It’s fine for all the other analysis to run, I don’t want to disable ALL scanning.
