Allow non-admins to decode URLs for the partner tenant

For some reason, you have to be an admin for the partner tenant to be able to decode rewritten URLs from your own email. This doesn’t make any sense. My technicians should be able to grab the rewritten URL from their own email and decode it in INKY.
