Bulk Deletion of User-Specific Block List Entries

We have found that many users have misused the personal blocklist feature, leading to over 1000 incorrect entries. We have disabled the feature for users moving forward, but we need an efficient way to clean up the existing entries without having to delete them one by one. This is critical for ensuring valid emails are not blocked and for managing the system efficiently.
