Country Block List routing

Country block lists end up with Danger High Confidence flag and route to Admin Quarantine. It would be better if there was a separate Routing entry for that so that emails that are safe except the Blocked Country list are visible to the user and can be reported as safe. For example, Kaseya.zendesk.com sometimes comes from US, sometimes from Ireland and we had Ireland blocked and weren’t getting SOME emails and didn’t notice because other emails came thru fine. We are ok with users allowing safe emails or even whitelisting specific domains as ok.
